When I renewed my Japanese drivers license in Japan, they told me that if my drivers license is expired, and I want to transfer my CA license to Japanese one, they wave a paper test, but I still have to take a driving test.(I live in California in the United States) So, you probably don't have to take the paper test , but you still need to take the driving one.
If you wanna make sure, why don't you call your nearest DMV.
They will give you exact information. (I don't know whehter Japanese DMV has a URL or not!)
P.S. You can't use a foreign drivers license in Japan 'cause the law and rules are totally different!!
: 運転免許について教えて下さい。僕は来年の４月からアメリカの大学院への留学が決まっているのですが、日本で免許を取得していない為、アメリカでの取得をと考えております。その取得方法は確認できたのですが、その免許が日本に帰国してから使用できるか、また日本の免許に書き換えができるかがいまいちわかりません。どなたかご存知の方、宜しくお願いいたします。
